Hicks is a Shareholder in the Property Owners Association Law \nSection of RMWBH. Noelle assists single-family residential, townhome, \ncondominium, and some commercial associations with various aspects of \nproperty owners’ association law including the collection of delinquent \nassessments, complex deed restriction enforcement issues, developing and \ninterpreting governing documents and drafting and reviewing contracts. In \naddition, she works with her association clients on various issues such as \nensuring compliance with state and federal laws, attending administrative \nhearings, 209 hearings and board meetings on behalf of her clients.\n\nNoelle is a passionate litigator who believes that clients should understand \nthe scope of and have trust in their attorney’s representation. She \npersonally strives to make sure that clients have confidence in her level of \nexpertise in the field and finds it essential to not only provide fundamental \ncustomer service, but also develop a relationship with each client that will \nhopefully last for years to come.\n\nIn addition to her work with clients as their attorney, she also works with \nclients to ensure they are educated in the rules and statutes governing \nproperty owners’ associations. Noelle is an active participant in RMWBH’s \ngrowing POA education program. Noelle educates attorneys, community \nmanagers and board members through various webinars, board training \nseminars and more. She also speaks statewide through the State Bar of \nTexas and local Community Associations Institute Chapters (CAI) and at \nnational CAI conferences. Noelle is also helping to expand our education \nprogram by developing seminars on diversity and inclusion training.\n\nNoelle’s efforts in the industry have been featured by CAI including forming \nthe basis for CAI’s Diverse and Inclusive Communities Guide. Noelle is a \nmember of the Texas Bar College and was named to the National Black \nLawyers Top 100 in 2020.
